West Virginia nurses remain eligible for Ohio University's graduate nursing programs, as they were when only six states qualified. What sets West Virginia apart is the approval question: Ohio University's disclosure and the state's own guidance describe the rule differently. West Virginia's approval rule, as each source puts it
Ohio University's licensure disclosure marks West Virginia "Yes" for the MSN, post-master's certificate and DNP, with this note: "Requires WV Board approval and evidence that the home state permits nursing students to attend out-of-state clinicals. The West Virginia RN Board already possesses this evidence from Ohio, Pennsylvania, Kentucky and Virginia."

Programs open to West Virginia residents
West Virginia holds a place among Ohio University's 28 approved states as of September 2026, so residents holding a valid, unencumbered RN license may apply to any graduate track, and it already belonged to the six-state list that predates 2019. Recheck the list before applying or moving.

Licenses and NP practice in West Virginia
West Virginia joined the Nurse Licensure Compact in full on January 19, 2018. Its out-of-state rotation guide sorts graduate and APRN students by home address: West Virginia residents train on a West Virginia RN license, and everyone else on a multistate one. An Ohio or Kentucky resident with a multistate license therefore meets the guide.
AANP files West Virginia under reduced practice. Prescribing NPs work under a physician collaborative agreement for three years, and Schedule II narcotic prescriptions max out at a three-day supply, which shapes what a preceptor there prescribes in front of you. Charleston, Morgantown and the border metros
Students here usually ask Marshall Health Network, WVU Medicine, Charleston Area Medical Center, and the wider Vandalia Health group, whose members include the CAMC, Mon Health and Davis Health systems. Each runs its own student process; none is an Ohio University arrangement. Several metros cross state lines, and the rules change with them:
- Charleston: 200,170 (2025 Census estimate).
- Huntington-Ashland, WV-KY-OH: 185,377 of 365,965 residents live in West Virginia. A Kentucky site needs a preceptor with a Kentucky APRN license; see the Kentucky guide.
- Hagerstown-Martinsburg, MD-WV: 157,549 West Virginians. Ohio University's disclosure says out-of-state clinical faculty and preceptors in Maryland must hold Maryland licensure.
- Morgantown: 141,995.

Questions Ohio University students ask
Can an Ohio resident train at a West Virginia site?
The license side is straightforward. The state's guide expects nonresidents to hold a multistate RN license, which Ohio's compact license supplies, and Ohio University's disclosure lists Ohio among the four states whose out-of-state clinical permission the WV RN Board already has. Confirm the site with the School of Nursing, then follow the facility's own student process.
Is West Virginia a Nurse Licensure Compact state?
Yes. A multistate license held by a West Virginia resident works in Ohio, Kentucky, Pennsylvania and every other member state. The APRN Compact is a different agreement: West Virginia has not enacted it, and it cannot take effect until seven states do, so APRN licenses stay state by state.
Which West Virginia health systems should I check for NP rotations?
Begin with the student or education pages of Marshall Health Network, WVU Medicine and the Vandalia Health members, and read each system's terms for NP students. None is an Ohio University arrangement. Community clinics and independent practices decide for themselves, so each one is a direct conversation.
Can West Virginia nurses take Ohio University's RN-to-BSN?
Yes. West Virginia appears on every RN-to-BSN state list Ohio University publishes, and the state's guide says post-licensure programs fall outside the WV RN Board's regulation. The 31.5 clinical hours happen at a local site you choose, with a preceptor who has a BSN or higher and a license valid both where you live and where the site is.
