As of September 2026, Arizona is missing from the 28 approved states Ohio University names for graduate nursing applicants, so Arizona residents do not meet the residence rule for the MSN, certificates or DNP. The RN-to-BSN tells a different story: Arizona appears on all four of Ohio University's RN-to-BSN state lists.

Two programs, two answers

Graduate applicants must live in, and hold a valid, unrestricted RN license from, an approved state, and Arizona is not one; the provost's licensure disclosure also marks Arizona "No" for the MSN. On the undergraduate side, Arizona is on every RN-to-BSN list Ohio University publishes, from the 32-state program page to the shorter course-page versions. Lists change, so confirm with Ohio University first; the approved states page compares them.

RN-to-BSN clinicals for Arizona nurses

The bachelor's completion program puts its clinical hours in two five-week courses. NRSE 4585 calls for 10.5 hours with a preceptor at a community-based site that serves patients of every age, such as a community health center, rural health clinic, urgent care or health department. NRSE 4595 logs 40 hours, 21 or more of them in direct patient contact, at any site that employs nurses, your own workplace included when the project can run in direct practice.

Finding the preceptor is up to you unless the site assigns one. Ohio University wants a nurse with a BSN or higher, licensed in your state and the facility's state, who is not a close relative. Arizona's Board does not address RN-to-BSN programs in its out-of-state rules, though a facility may ask for an affiliation agreement.

If a graduate student moves to Arizona

Email graduatenursing@ohio.edu before any move, since residence is part of the graduate rule. Clinicals in Arizona would also come under the Arizona State Board of Nursing, which regulates APRN programs and wants every out-of-state APRN program approved before any of its students trains in the state. A quicker review exists for schools with national accreditation whose track carries home-state board approval, yet Ohio's board does not regulate graduate APRN programs, so how Arizona would treat Ohio University is a question for the program.

Individual rules follow. The student's RN license must be Arizona's or multistate, and unencumbered. An APRN preceptor adds Arizona APRN certification to the same kind of RN license, while a physician preceptor must be licensed to practice medicine in Arizona.

Arizona's NP landscape

AANP rates Arizona full practice. Arizona law (A.R.S. 36-1806) set up grants for unpaid preceptors of graduate students, APRN students among them, favoring rural primary care. Arizona's legislative budget staff list nothing appropriated for it in fiscal 2026 or 2027, so the grants appear to have stopped.

Phoenix-Mesa-Chandler, with about 5.23 million people, dwarfs the rest; Tucson passes 1 million, while the Prescott and Lake Havasu City metros are far smaller. Mayo Clinic in Arizona, Phoenix Children's, HonorHealth, Tucson's TMC Health and Banner Health are the big systems.

Neighbors on the approved list, and how we help

Two of Arizona's neighbors are approved states. New Mexico belongs to the Nurse Licensure Compact; Nevada does not, so an out-of-state RN license gets no automatic reach into Nevada. Arizona's own place in the current compact dates to January 19, 2018.

Can I start Ohio University's online FNP from Arizona?

Not while you live in Arizona, under the application page as of September 2026. The rule pairs residence with an RN license from one of the 28 approved states, so an Arizona resident does not qualify even with a license from elsewhere. If you relocate to an approved state such as New Mexico, the answer changes; confirm with Ohio University first.

When is the RN-to-BSN preceptor paperwork due?

Months ahead. For the Spring 2026-27 sessions, the Preceptor Agreement deadline is 10/23/26 for both NRSE 4585, which starts 02/15/27, and NRSE 4595, which starts 03/22/27. Do Arizona RN-to-BSN students ever travel to Ohio?

No. Ohio University's RN-to-BSN FAQ says there is no travel to campus necessary, and the program has no on-campus intensives. The graduate programs are the ones with short campus visits, and those are not open to Arizona residents under the current list.
