Graduate applicants must prove residence and an unrestricted RN license in one of 28 approved states, and Louisiana is not among them. The provost's MSN licensure disclosure marks it "No".

One detail puzzles readers: the RN-to-BSN licensure disclosure carries a Louisiana note, "Requires a Self Study and approval." That note describes Louisiana's rule; it does not add Louisiana to any RN-to-BSN list. Confirm with Ohio University, and see the approved states page for every list.

Louisiana's approval process for programs run elsewhere

Louisiana's rule, LAC 46:XLVII.3539, reaches undergraduate and graduate programs alike when they are controlled from another state: the State Board of Nursing has to approve such a program before it holds any course or clinical experience inside Louisiana. The program carries the paperwork, not the student:

Meet the entry barThe program needs approval from its home state and regional accreditation, plus accreditation by a national nursing body the Board accepts.
Give six months' noticeThe Board gets a letter naming every clinical agency and unit the program plans to use, and it must land six months or more before the start date.
Attach the evidencePacked with the letter go the program's curriculum, its catalog and course syllabi, one completed survey form per clinical facility, forms documenting faculty qualifications, and its NCLEX and certification-exam results.
Keep it currentBoard approval holds for up to three years; to continue beyond that, the program petitions for renewal.

The Louisiana trap: expecting a quick start. For a program based elsewhere, the request to the Board has to arrive at least six months before the offering begins.

After approval: licenses, spreadsheets and weekly contact

Anyone on an out-of-state program's faculty who instructs in Louisiana has to hold a current Louisiana license, RN, APRN or both, plus a graduate degree in nursing and a clinical practice record of at least two years. Paperwork continues per student: a graduate student's clinical experience goes on the Board's spreadsheet no later than two weeks in, and an undergraduate's approval application is due 60 days ahead of enrollment in the clinical course.

Supervision is spelled out too. When a preceptor is teaching, program faculty must speak with both preceptor and student weekly and make a site visit no less often than once each semester or quarter. Board-approved APRN preceptorships also cap faculty oversight at nine students per clinical day.

Collaborative practice and Louisiana's health systems

AANP puts Louisiana in its reduced-practice group, since some part of every NP's practice, one element at minimum, has to run through a collaborative agreement with a physician, under state regulation. July 1, 2019 marks the start of Louisiana's compact membership; the APRN Compact remains unenacted in the state, and our research found no state incentive for preceptors.

The two biggest metros are close in size, 2025 Census estimates putting Baton Rouge near 889,000 residents and New Orleans-Metairie near 971,000; Lafayette and Shreveport-Bossier City rank behind them. Students tend to run into Ochsner Health and LCMC Health, Willis-Knighton Health, Baton Rouge General, and the Franciscan Missionaries of Our Lady's FMOL Health. They sketch the landscape only; none has a known placement link with Ohio University.

Can I earn Ohio University's online FNP while living in Louisiana?

Not under the list in force as of September 2026. Ohio University wants proof that graduate applicants live in one of 28 approved states, along with an unrestricted RN license, and Louisiana is left off. The same list controls PMHNP, AG-ACNP, certificate and MSN-to-DNP applications. Ask Ohio University before making plans, because lists do change.

Why does Ohio University's RN-to-BSN disclosure mention Louisiana?

The provost's licensure disclosures carry state-by-state notes, and Louisiana's RN-to-BSN note reads "Requires a Self Study and approval." It sits alongside Louisiana's own rule requiring Board approval for programs based elsewhere. If I move to Texas, can I apply to Ohio University's graduate programs?

Texas is on the approved list as of September 2026, and admission looks at where you live and hold an unrestricted RN license when you apply, with proof of residence required. Texas is a compact state as well, so a Texas-issued multistate license works in other member states. Confirm the details with Ohio University before you move.

Would my Louisiana multistate license cover clinicals in Mississippi?

For RN practice, generally yes, since Louisiana and Mississippi are both compact states. Residence is the separate question: Ohio University's graduate programs admit residents of approved states, so training across the border does not change eligibility while you live in Louisiana.
