Maryland and Ohio University: several pages, several answers

Maryland is on the MSN application page's list of 28 approved states as of September 2026, yet other Ohio University pages leave it off, and the provost's disclosure for post-master's certificates lists Maryland as "No." Maryland also asks something unusual of the people around your clinicals: out-of-state clinical faculty and preceptors must hold Maryland licenses.

Maryland was not part of the 2019 expansion; it joined the graduate list later, and Ohio University's pages have not caught up evenly. Check the status column for your program.

Certificate applicants in Maryland should ask graduatenursing@ohio.edu, in writing, which answer governs before applying. The approved states page sets out every conflict side by side.

The mistake to avoid: reading the graduate hub, seeing no Maryland, and giving up, or reading the application page and assuming the certificate disclosure agrees. Ask Ohio University which applies to your program.

Maryland's licensing rule for preceptors and visiting faculty

Ohio University's Maryland note in the disclosures reads: "Out-of-state nurse clinical faculty/preceptors, nursing program officials who visit/consult with students, or facility personnel must be licensed in Maryland." So the preceptor you choose needs Maryland licensure, as does anyone from Ohio University who visits you on site. How that line treats multistate license holders is a question for your faculty.

Two Maryland provisions frame your own status. Under Health Occupations §8-301(d)(2), someone enrolled in an accredited graduate program for advanced practice nursing needs no separate license for the advanced practice work done inside it, and CCNE accreditation extends to Ohio University's MSN, DNP and post-graduate APRN certificate. On the RN side, the compact has been live in Maryland since January 2018, and COMAR lets a holder of a multistate privilege practice in the state, following Maryland law. The NP preceptor tax credit, and its fine print

Tax-General §10-739 gives Maryland NPs and physicians an income tax credit when they precept NP students without pay in a board-approved preceptorship. The bar is three or more rotations of 90-plus hours in community settings inside areas the state health department flags for workforce shortages. Credits come per rotation, with yearly caps per preceptor and statewide, and the section currently ends June 30, 2030.

The fine print: the credit is written for NP students whose nursing program has Maryland Board of Nursing recognition, and Ohio University does not say publicly whether its NP programs are on that list. A preceptor hoping to claim it should check with the board first, so present the credit as a possibility, not a promise.

Full practice NPs, Baltimore and the capital region

AANP rates Maryland full practice, with new NPs declaring 18 months of mentorship with a certified NP or physician. About 2.86 million people live in the Baltimore-Columbia-Towson metro, and the suburbs of Washington, D.C. account for roughly 2.52 million more Marylanders. Southern Maryland's Lexington Park metro has about 211,000, and Hagerstown's share of its two-state metro about 158,000.

Students look at Johns Hopkins Medicine and LifeBridge Health, at MedStar Health and Luminis Health, and at the University of Maryland Medical System (UMMS); big systems usually run their own student process. Near Hagerstown, a site across the Potomac in West Virginia brings that state's board approval step (West Virginia guide).

Can Maryland residents apply to Ohio University's online MSN?

According to the MSN application page, yes, as of September 2026: Maryland is one of the 28 approved states, and the DNP apply page repeats that list. The graduate hub's shorter list omits Maryland, but the application page is where the admission rule itself is written. Confirm with graduatenursing@ohio.edu before you apply.

Is Ohio University's RN-to-BSN available in Maryland?

Not on current lists. Maryland is absent from all four RN-to-BSN state lists, and the RN-to-BSN licensure disclosure notes that Maryland asks for notification before a student's clinical placement. The eligibility page says more states may join later, so ask the RN-to-BSN advisors about Maryland directly.

Will Maryland's approval of NP programs matter after I graduate?

It will if you plan to practice as an NP in Maryland. The Maryland Board of Nursing certifies NP graduates only from programs it has reviewed and approved, and if a program is missing from its list, the school files the Program Approval Form, not the graduate. Check the board's list for your Ohio University track early.

Does Ohio University need Maryland approval to enroll me online?

Maryland's Higher Education Commission normally wants schools from other states registered before they enroll Marylanders online, but SARA participants are exempt from that step. Ohio University's provost's office says the University takes part in the National Council for State Authorization Reciprocity Agreement, with approval from the Ohio Department of Higher Education.
