Virginia residents in Ohio University's nursing programs
Virginia sits on Ohio University's 28-state graduate application list as of September 2026, and its nursing board stays out of out-of-state graduate programs entirely. One wrinkle deserves attention before you apply to the MSN-to-DNP: Ohio University's own licensure disclosure for the DNP marks Virginia "No".

Virginia across Ohio University's lists
For most programs the answer is plain: Virginia residents with a valid, unrestricted RN license may apply, and Virginia shows up on all four RN-to-BSN state lists as well. The DNP row is the one to read twice.

The DNP disclosure conflict, explained
Two Ohio University pages pull in different directions. The DNP apply page repeats the 28-state list, Virginia included. The provost's professional licensure disclosure for the Doctor of Nursing Practice, which Ohio University reviews every year or when a state's rules change, marks Virginia "No" and pairs it with the note "No requirements specific to distance education." The MSN and certificate tables mark Virginia "Yes".
No ohio.edu page explains the split. The provost's FAQ adds that programs requiring a professional license for admission need no attestation, and the MSN-to-DNP admits licensed nurses, so the practical effect is unclear. If you live in Virginia and want the MSN-to-DNP, get a written answer from graduatenursing@ohio.edu before you apply; the approved states page tracks every such conflict.
A hands-off board and a built-in license exemption
Virginia's Board of Nursing says plainly that out-of-state and post-licensure education programs are not its to regulate or approve, so no Board filing stands between an Ohio University student and a Virginia site. The Board's in-state clinical quota (80%) and the clinical-site rules in 18VAC90-27 bind only the pre-licensure programs it approves.
Va. Code 54.1-3001 then carves out a licensure exemption. An RN whose current, unrestricted license comes from another state, and who is enrolled in an advanced nursing program with required clinical practice, may complete that clinical work in Virginia without a Virginia license, for the curriculum's clinical practice and nothing beyond it. Practice agreements, and an incentive for Virginia schools only
AANP rates Virginia restricted. Virginia NPs work within a patient care team under a physician's practice agreement, though an NP who attests to experience equal to three full-time clinical years can step outside it. Your preceptor may be in either group.
Virginia also pays some preceptors through NPIP, its preceptor incentive, with larger payments for more hours and eligibility from LPNs up to physicians. The student must attend a nursing school in Virginia, public or private nonprofit, so an Ohio University placement earns nothing. SB 405, signed March 31, 2026, shifted the program from the health department to the Virginia Nursing Workforce Center, which accepts hours completed from July 1, 2026.
Northern Virginia to Roanoke
About 3.18 million of the people in the Washington-Arlington-Alexandria metro live on its Virginia side, followed by the Virginia Beach-Chesapeake-Norfolk, Richmond and Roanoke metros. Carilion Clinic, UVA Health, Sentara Health, Inova and VCU Health are the systems NP students weigh; check each one's student process before you approach its clinicians, because appearing here tells you nothing about whether a system hosts Ohio University students.
Border sites need extra care. Maryland requires out-of-state preceptors to hold a Maryland license, per Ohio University's disclosure. West Virginia asks for Board approval plus proof that the student's home state allows out-of-state clinicals, proof its board already holds for Virginia.

Questions Ohio University students ask
Can I complete Ohio University FNP clinicals in Northern Virginia?
Yes, if you live in Virginia. FNP hours usually happen in primary care offices and in clinics run by hospitals or communities, under a faculty-approved preceptor with a clinical supervisor assigned by Ohio University. You can propose your own preceptor to faculty, or turn to the Graduate Clinical Coordinator, who can help facilitate. Does my Virginia multistate license cover a site in North Carolina?
Yes: both states are compact members, so a Virginia resident's multistate license reaches North Carolina sites, and the North Carolina board keeps out of graduate programs. Ohio University faculty still approve the site. The North Carolina guide covers that state's systems and its practice rules.
What about the RN-to-BSN for Virginia RNs?
Every RN-to-BSN state list Ohio University prints includes Virginia. Two five-week courses, NRSE 4585 and NRSE 4595, carry its 31.5 clinical hours. Arranging the preceptor falls to you: a BSN-prepared nurse, licensed where you live and where the facility sits, who is not family. Deadlines for the preceptor agreement are on the RN-to-BSN page.
When should a Virginia student start the preceptor search?
Well before Ohio University's clinical packet deadline for your term, which is 11/09/2026 if your practicum starts in Spring 2027. A preceptor at a large system may first need that system's own approval, which can add time. The packet deadlines page shows how to plan backward from each date.
