Minnesota: open for Ohio University's RN-to-BSN, outside its graduate list

Minnesota is not among the 28 states on Ohio University's graduate approved list (as of September 2026), so its residents fall outside the residence rule for the MSN nurse practitioner tracks, certificates and DNP. The online RN-to-BSN is different: all four of its state lists name Minnesota. Here is what each program means for you, and how clinical hours work in a state outside the Nurse Licensure Compact.

Ohio University's programs, read from Minnesota

Every Ohio University graduate nursing program wants two proofs: that you live in an approved state and that your RN license there carries no restrictions. Of 50 states, 28 qualify; Minnesota is not one. The RN-to-BSN keeps separate lists, and Ohio University's pages print four versions of them, yet Minnesota appears on each. Confirm with Ohio University before applying or moving; lists change.

RN-to-BSN clinical hours with a Minnesota preceptor

Two courses carry the clinical work. NRSE 4585 needs 10.5 hours beside a preceptor at a community-based site that sees patients of all ages, and the NRSE 4595 capstone logs 40 hours over five weeks, 21 or more of them in direct patient contact. Securing the preceptor falls to you unless the site assigns one; the Preceptor Agreement Form and its dates are on the RN-to-BSN page.

Ohio University sets three preceptor conditions: a BSN or more advanced nursing degree, no close family tie, and an active license from the state you and the facility share. Minnesota has no pending compact legislation, so that means a Minnesota license, even though Wisconsin, Iowa and both Dakotas belong to the compact. Keeping you, site and preceptor all in Minnesota is simplest.

If an Ohio University graduate student relocates here

Residence is part of Ohio University's graduate admission rule, so raise any mid-program move to Minnesota with the School of Nursing (graduatenursing@ohio.edu) before you commit. Section 148.271(6) of Minnesota's nursing statute lets an RN whose license comes from elsewhere practice while pursuing a higher degree there, and the Board of Nursing describes no sign-off for schools based in other states. Its rule 6305.0300 accepts programs their home state approves, though the supervising instructor must be a currently registered Minnesota RN.

Employers may go further. Mayo Clinic's terms for NP clinical education include an agreement signed with your school, an unencumbered Minnesota license, a background study run by Minnesota DHS and faculty of record licensed in Minnesota.

Practice rules, systems and MERC funding

Minnesota counts as full practice in AANP's rating; a new NP gets there after 2,080 or more hours of collaborative practice with a physician or an APRN. Students tend to look toward Allina Health, M Health Fairview, HealthPartners, Essentia Health and Mayo Clinic, around the Twin Cities metro (about 3.65 million Minnesota residents), Rochester, Duluth and St. Cloud. These show where NP students search, not sites open to Ohio University students.

The Minnesota Department of Health's MERC program is often mistaken for preceptor pay. It sends partial compensation to Minnesota training sites, APRN training among them, for what accredited clinical teaching costs. Only Minnesota-based programs count, so an out-of-state school's students bring in no MERC funds.

Questions Ohio University students ask

Can I study for Ohio University's online FNP while living in Minnesota?

Not under the current rules. The MSN application page, checked in September 2026, limits applicants to residents of 28 approved states who are licensed there without restriction, and Minnesota is not among them. The certificates and DNP follow the same rule. Ask Ohio University before applying, since the list has changed before.

How do I show my preceptor's Minnesota license for RN-to-BSN hours?

During week one of each clinical course, Ohio University has you upload a Nursys license verification for yourself and your preceptor. At a Minnesota site both should be Minnesota licenses, since the preceptor must be licensed in your state and the facility's, and compact licenses from nearby states stop at the Minnesota line.

Does Mayo Clinic take NP students from out-of-state programs?

Mayo answers with conditions rather than a yes or no. Its NP clinical education page expects Mayo's own agreement with the school, Minnesota licensure with current registration, a DHS background study, and faculty holding a license in the state of the rotation. Nothing public shows whether Ohio University has such an agreement, so ask the School of Nursing first.

Would my Minnesota preceptor receive MERC money for teaching me?

No. MERC supports Minnesota clinical training sites as institutions, and individual preceptors receive nothing from it. It also counts only accredited programs located in Minnesota, so a student from a school based elsewhere, Ohio University included, adds nothing to a site's claim.
