Oregon nurses and Ohio University: the RN-to-BSN route and the graduate gap
Oregon gets two different answers from Ohio University. The online RN-to-BSN names Oregon on all four of its state lists; the graduate NP programs leave Oregon off their approved list (as of September 2026). Oregon's own board, meanwhile, asks very little of out-of-state APRN and RN-to-BSN programs, which matters if an enrolled student ever relocates here.

Two answers for Oregon residents
Ohio University's graduate programs admit applicants who reside in one of 28 approved states and are licensed there without restriction, and Oregon is not among them. The RN-to-BSN runs on separate lists printed on its program, contact and course pages; they disagree about a handful of states, but every one includes Oregon. Since these lists get revised, confirm with Ohio University before you apply.

OSBN and programs based outside Oregon
Ask OSBN whether an APRN program from another state must be approved before its students train in Oregon, and its APRN FAQ answers with a flat "No." Only pre-licensure schools from elsewhere, those preparing PNs and RNs, must notify the Board before learning activities start, using one form per track that is refiled every year. The notice duty skips advanced practice programs entirely, along with anything that does not lead to a license, the RN-to-BSN included.
Older guidance sometimes cites a rule in division 50 of the Board's administrative rules that once made NP students from non-Oregon programs get Board authorization before a practicum. Its repeal took effect on July 1, 2021. Two expectations remain: faculty teaching in Oregon must hold an active nursing license issued by Oregon, and a school must be authorized, through NC-SARA or by Oregon's Higher Education Coordinating Commission, before Oregonians can enroll. Ohio University participates in NC-SARA.
RN-to-BSN hours with an Oregon preceptor
For NRSE 4585, pick a community-based site that serves every age, since the 10.5 preceptor hours must include at least one hour each with children, adults aged 18 to 64 and adults 65 and over. For the NRSE 4595 capstone, any site that employs nurses works, your own workplace included, as long as the project reaches direct patient care.
Ohio University's preceptor rules for these courses: at least a bachelor's in nursing, no close relatives, and a license issued by the state where both you and the facility are. Oregon has no compact bill pending, while Washington and Idaho sit inside the compact, so a Portland nurse eyeing a clinic in Vancouver, Washington, would be mixing states. Oregon's NP landscape
AANP rates Oregon full practice. NP students here usually look toward Kaiser Permanente Northwest, Samaritan Health Services, Oregon Health & Science University, Providence Oregon and Legacy Health. Portland-Vancouver-Hillsboro dominates, with close to 2 million of its people on the Oregon side, followed by Salem, Eugene-Springfield and Bend. Questions Ohio University students ask
Can I do Ohio University's online PMHNP from Oregon?
Not while living in Oregon, under the September 2026 rules. Ohio University's graduate programs, the PMHNP included, admit only residents of 28 listed states who hold unrestricted RN licenses there, and Oregon is not on that list. The RN-to-BSN is the Ohio University nursing program whose state lists do include Oregon.
Does Oregon require approval before an out-of-state NP student starts clinicals?
No. OSBN's answer to exactly that question is negative, and the rule that once required Board authorization for NP practicums ended on July 1, 2021. Faculty teaching in Oregon still need an active Oregon nursing license, and each site's own onboarding requirements still apply.
Can my RN-to-BSN preceptor hold a Washington license instead?
Only if you and the facility are also in Washington. Ohio University requires the preceptor's license to match your state and the facility's state. Oregon is not a compact state, so for an Oregon site you and your preceptor both need Oregon licenses; a Washington multistate license will not cover practice in Oregon.
Is Ohio University authorized to enroll Oregon RN-to-BSN students?
OSBN wants a school cleared through NC-SARA or Oregon's higher-education commission before it enrolls Oregon students. Ohio University takes part in NC-SARA and lists Oregon on all four RN-to-BSN state lists. For a definitive answer on your own enrollment, ask Ohio University's RN-to-BSN advisors.
